has been a Democratic

United States House of Representatives since 1987,
representing the 3rd District of Maryland. He was born in Baltimore, Maryland,
was educated at the University of Pittsburgh and the University of Maryland, and was a lawyer and a member of the Maryland House of Delegates before entering
the House.
